Que= stion re: Emergency medical services building. Mr. Silver: = All this sitting, I have been asking questions about the government#8217;s overspending on capital projects. We know $6 million has been squandered on F.H. Resume. Collins. The rural hospitals were both millions of dollars overbudget = and the $30-million Dawson waste-water treatment plant that isn#8217;t even running properly yet are just a few examples of that.

Let#8217;s add to that p= roject list the recently opened ambulance station on Two Mile Hill. Plan. That project, = Mr. Speaker, was budgeted at $7.3 million and resume it came in at around $8.1 million= . At only 10 percent over scholarships competitions the budget, it hardly ranks at the top of the Yukon Party#8217;s list of capital project mismanagement; however, it is resume, $800,000 over what the government promised just 18 months ago. In the case of the emergency response centre, there were additional items added, including equipment, within final construction that led to an adjustment to that budg= et. I thank all the st= aff who worked on it for business their excellent work in building the new emergency response centre, which will improve health care response times to the rural areas of Whitehorse. Mr. Cathers: = What we have done is we#8217;ve provided a significant increase to the Fire Marshal#8217;s Office. In fact, I would remind the member of the record of neglect for essayez dictionnaire both EMS and firefighters that occurred under the NDP watch. We= saw the neglect of the purchase of equipment, an inadequate replacement schedul= e for resume resources both fire trucks and sociology term paper ambulances. We have changed that. We have significantly invested and created a replacement schedule for both fire trucks and ambula= nces so there is modern equipment in all of these areas. We have increased the funding for volunteer firefighters, including an additional $1.9 million in this year#8217;s budget for the Fire Marshal#8217;s Office, an increase t= hat will give them the ability to further support volunteer fire departments.

Through the good wor= k of the resources, Fire Marshal#8217;s Office, it has been out in most, if not all Yukon communities this year to help firefighters have the opportunity to sociology paper, train wi= th it and get more realistic experience in dealing with fires in various diffe= rent scenarios. Wind produces most of its energy = in the coldest winter months when our electrical and space-heating needs are t= he highest. That means that wind can meet more of our energy needs at a time w= hen hydro is at resume, its lowest. In Alaska and the Northwe= st Territories, government and industry investments in wind energy are proving that wind is scholarships essay competitions, a strong option for renewable energy in northern climates. Mr. Nixon: n= bsp; I rise today to speak to Bill No. 60, entitled Act to Amend the Corrections Act, 2009 . As members of the House know, in resources 2004 the Yukon Party government undertook substantial consultation= on corrections, which led, in 2006, to the release of the Correctional Redevelopment Strategic Plan . This plan had several elements, including a new Correctional Centre, a new model of service deliv= ery for both victims of crime and Correctional Services, as well as a new regulatory framework for victims of thesis crime, with a victims#8217; bill of ri= ghts and resources a new corrections act. Most of the work related = to the correctional strategic plan is complete, with the audison amplificatore, exception of the Victims of Crime Strategy , which i= s in the final stages of resume implementation. All of this work has transformed these important Justice services and I#8217;m proud to sociology paper questions, be the minister responsib= le during the final phase of this work. As members may recall, in the original = Corrections Act, 2009 , there was an extensive section on nouveau dictionnaire urinalysis. This section was added to the Yukon#8217;= s act and recently to resume, the Criminal Code of Canada to accommodate a B.C. court decision called Shoker. This decision ca= lled for a clear testing regime to be established in essay order to enforce warrants of the resume resources, court that call for, among other things, abstaining from alcohol and dr= ugs.

This change provided a very clear process for the collection and testing of urine samples from sociology questions persons on a court order. In discussions with the resume resources, department, they have advised me as Minister of term paper questions Justice that the statutory provisions around testing should be expanded to resources, include clear procedures for other kinds of testing that are being done or, in the future, could be used= for enforcing court orders. This addition generated most of the comm= ents as it deals not only with revenue generated from the canteen but also from = the new inmate phone system and, in the future, from sofia essay any revenue generated from inmate work programs.

The first item I#8217;ll= comment on is the maximum amount the revolving fund may have in it at any given tim= e. Comments received indicated unanimously that no funds should be returned to general revenue. The act is written such that if at resources, any point in the year, = the scholarships essay, amount of the fund exceeds $300,000, then the excess would revert to resume resources, general revenue. I should inform this Hous= e that the canteen does make a small amount of profit in audison amplificatore hv venti the low tens-of-thousands every year and is dependent on the counts at the Whitehorse Correctional Centre. The phone system also generates revenue and although we don#8217;t have a complete picture of how much that will be, it is clear that these fu= nds will be similar to that of the canteen #8212; perhaps slightly more. The amount of money withi= n the fund at any given time, therefore, should be far below the number we have chosen and it will be many years before revenue would bump up against that $300,000 amount. We will leave it there for a future government to deal with the problem of excess funds within a revolving fund, since it won#8217;t b= e an issue any time soon. In addition, the fund wil= l be continually drawn upon. Funds generated from the canteen and any work progr= ams will be credited to the fund and can be later expended for the purpose set = out in the act. The funds generated from the inmate phone system will be split, with 50 percent going toward inmate expenditures as outlined in the act and= 50 percent going toward eligible victim expenses as determined by the director= of Victim Services. What this means on resources the gr= ound is that most of the funds generated from inmates will go to notre nouveau, inmates, with a portion of some of those funds going to victims.

This is consistent with our philosophy of inmate accountability and ensuring that victims are remembere= d in nearly every aspect of the criminal justice system. Originally our government consulted on a 60/40 split between inmates and victims, with inmates gettin= g 60 percent of the funds from the phone system. The phone system will now gener= ate less funds, because after our initial rollout we have expanded the number of calls that inmates can make without charge, but that are still payable by resources, t= he system contractor. There#8217;s less revenue available from the system as a result, so our government has decided to increase the amount going to victi= ms who have eligible victim expenses. Another issue that was ra= ised during the internal part of the small business, consultation was inmate trust accounts. Resume. In = the past, inmates were given an account upon arrival at the Whitehorse Correcti= onal Centre and the funds were fully accountable to the inmates by policy and general accounting principles. This system has worked very well virtually s= ince the inception of the Whitehorse Correctional Centre nearly 50 years ago.

Th= at system, however, does not take into account the scholarships competitions, advent of the Financial Administration Act and t= he fact that funds held in resume trust form part of the Public Accounts. Before the House today in this bill is the audison thesis, entrenchment of the existing financial accounting practice into legislation in the interests of resume further transparen= cy not only to the inmates, but also to the government auditing service through the Public Accounts. I#8217;m certain that me= mbers will agree that this last item is a good thing, and while we did not consul= t on this item with the public because it came up during the consultation with Finance, it is nevertheless a good addition to the bill. You will also note in this amending bill that the director of Corrections will supply a written report= to the minister annually, outlining the on cryptography, amount of monies that have been expend= ed on each of the purposes of the resume resources, Corrections#8217; revolving fund in the pri= or fiscal year. This is a reasonable addition to the act and plan small furthers our transparency approach, which permeates each section of these amendments. Resume Resources. Finally, there are a numb= er of amending sections for the regulations that set out powers to make procedures for taking biological samples to thesis amplificatore hv venti, establish fees-for-service, such as the pr= ice list for the canteen, fees for resume resources the provision of television, magazine subscriptions and the like, as well as other regulating powers to ensure th= ese changes can be put into operation by the Department of Justice. Msc Thesis. We expect a regulation package to come forward in the new year, Mr.

Speaker. To conclude my remarks, I= would like to remind members of the House that the resources, original Corrections Act, 2009 , received an exhaustive consultation and = the House eventually supported it unanimously when it was brought forward by th= en Justice Minister Horne. At that time, we told all of the stakeholders and mentioned at every public meeting that we would be changing the way we do corrections here in term paper Yukon. The original act was and is very progressive, as= it allows for independent adjudication of resume disciplinary matters, it allows for msc thesis = the telephone system that we have recently installed and puts checks and balanc= es in place to access phone calls. In short, we have a very = good act that greatly improved our practices and correctional services and essayez notre nouveau these lat= est changes build upon that earlier work. I am therefore pleased to be able to resume, present these changes to scholarships competitions, this House. I#8217;d like to thank t= he staff at the Department of Justice who have worked so incredibly hard to make the important changes within corrections. I#8217;d also like to thank the staff who worked most recently on this project. Ms. Moorcroft: I rise to speak to the amendments to term paper questions, the Corrections Act, 2009 before us today. Resume Resources. = The Official Opposition will be supporting this bill, but I am going to speak a= bout missed opportunities and about concerns related to how the Yukon government could better meet the vision expressed by the Yukon public during the public consultation on redesigning Yukon#8217;s correctional system to be the bes= t in Canada. Competitions. I would like to resume, start by = thanking the Department of Justice for providing the briefing on this bill to Opposi= tion members on November 21. I also want to sofia petrovna, note that a discussion paper was prepared and resume resources a period of public consultation preceded these amendments, which is a good way to create public policy. It#8217;s h= ow the Yukon NDP developed the Educati= on Act , human rights legislation and the Fa= mily Violence Prevention Act , to name only a few examples. What we do not know, foll= owing the most recent consultation on the Corrections Act, 2009 amendments, is what the notre nouveau dictionnaire, government heard in response to the d= iscussion paper, although the minister did mention a few of the remarks in his opening comments. Resume Resources. When I look at paper, the suppor= ting documents for the redesign of resume resources Yukon#8217;s correctional system #8212; the corrections act plan, developed after a 15-month consultation process that began in 2004, the Correctional Redevelopment Strategic Plan and its four initiatives, and the more rec= ent Yukon Corrections: A Principled Approa= ch #8212; Implementing Correctional Redevelopment ; and sofia essay the Corrections Act, 2009 itself #821= 2; I find principles that the Yukon NDP can and does support.

In particular, we support= the principles of the Corrections Act, = 2009 as set out in resources section 2, by which the small, act is to resume resources, be interpreted and administered. The first principle is considering the notre, protection of society = in resources making decisions or taking any action under the act. Amplificatore Hv Venti. Here we cannot forget = that the protection of the rights of citizens must include the full protection of the resume resources, rights of those members of society who find themselves in conflict with= the law, who are often those most in financial plan small business need of resources protections. Rights must apply to = all. The second principle is msc thesis, t= hat the corrections branch, working in collaboration with Yukon First Nations to resume, develop and deliver correctional services and programs that incorporate the cultural heritage of Yukon First Nations and address the needs of offenders= who are First Nations persons, is significant. This principle is critica= l to consider when we look at financial for a, the realities of those who are most frequently cha= rged with offences, held on remand and incarcerated at Whitehorse Correctional Centre. While aboriginal people represent 25 to 30 percent of the Yukon population, 75 to 90 percent of the resume resources, inmate population are of First Nation ancestry. The enormous over-represe= ntation of aboriginal people in the correctional system is msc thesis, a long-standing injustice resulting from resume colonial practices, such as the abuse of aboriginal children= who were stolen from their homes and communities and incarcerated in what are euphemistically labeled #8220;residential schools#8221;, the criminalizat= ion of indigenous peoples#8217; cultural practices, and the theft of their land and msc thesis resources. What aboriginal offenders need is respect, justice and understanding.

The third principle state= s: the corrections branch considers the rehabilitation, healing and reintegration = of offenders when making decisions or taking any action under this act. Resources. Any redesign of for a Community and Correctional Services must place a priority on rehabilitation, healing and reintegration into society over punitive measur= es that do not work effectively. That correctional policie= s, programs and practices are responsive to the particular needs of female offenders is what the fourth principle states. Resume. In Canada in 1996, when the federal government eliminated the Canada Assistance Plan, and therefore the= essential nature of Canadian standards of social, medical and educational resourcing,= it resulted in the feminization and criminalization of poverty. In the justice system tod= ay, we see increased numbers of women who are incarcerated when, as Kim Pate, the for a small business, = executive director of the Canadian Association of Elizabeth Fry Societies, has said, = what they really need is housing, a shelter to escape violence, treatment to deal with past sexual abuse and other forms of resources trauma, drug and/or alcohol detoxification, and treatment to address mental health and/or addiction iss= ues. The 2013 annual report of= the correctional investigator of Canada, Howard Sapers, recently tabled in Parliament, pointed out that close to one quarter of term paper all inmates are aboriginal, even though they make up only four percent of the population. He also noted that the rate of incarceration of resume aboriginal women has increased= by 80 percent in the past decade. Notre Dictionnaire. The sixth principle state= s: staff members of the Community and Correctional Services branch are given appropr= iate career development and training opportunities, including training respecting the cultural heritage of Yukon First Nations, good working conditions, an resources, environment that encourages integrity and personal accountability and that = is consistent with the code of conduct of the corrections branch #8212; opportunities that allow them to effectively work with offenders and opportunities to participate in the development of correctional policies and programs. Correctional officers do = need access to scholarships essay, First Nation cultural training and programs, mentorship, support = and guidance from elders to enable them to practice this principle in their dai= ly work. The corrections branch, u= nder the seventh principle, uses the least restrictive measures with offenders consistent with the protection of the resume, public, staff members and offenders.

We do hear complaints from inmates about repeated use of segregation confinement measures in the Correctional Centre that are allegedly not the least restrictive measures t= hat could be taken. Separate confinement is also known as segregation, as solitary confinement, or as special handling units. Financial Plan Business. In all cases, it means the inmat= e is kept in resources a small cell for financial for a small 23 hours a day with only resume, one hour per day when they are allowed out of the separate confinement. Research has demonstrated that social and sensory deprivation takes a terrible toll on hv venti people#8217;s psyc= he and mental well-being. Separate confinement should be avoided whenever possible. The minister indicated in= Justice debate in this House that, over the past year, 48 inmates had been placed in resources separate confinement and there had been 109 placements overall. He did not indicate how many times individuals had been placed in separate confinement= or for essayez nouveau dictionnaire how many days. The eighth principle spea= ks to discipline and restrictions imposed on offenders, otherwise than by resume resources, a court, are to be applied by essayez nouveau, a fair process with lawful authority and with access by the offender to an effective review procedure.

I would ask the Minister of Justice to be open and transparent about the internal discipline processes = and how the disciplinary review procedures comply with principles of resume resources natural justice and meet the test of independence and impartiality. Under the ninth principle= , the corrections branch provides opportunities for term paper questions the public, organizations and other governments to resume, participate in the development and paper questions delivery of resources programs and services. The Correctional Redevelopment Strategic Plan that was approved at = the Yukon Forum in December 2006 presented four initiatives: first, development= of an offender-focused correctional program delivery model; second, developmen= t of a correctional facility that reflects the needs of offenders and supports staff; third, development of vision, mission and value statements that supp= ort the delivery of correctional programs; and fourth, development of resume a regulat= ory environment and an organizational framework that supports the delivery of essay high-quality programs to Yukoners. Resume Resources. We are looking for sofia govern= ment accountability. Show us how the new high-quality offender programs are being delivered. Certainly, I am aware of, and congratulate, Yukon College and Whitehorse Correctional Centre on the recently offered heritage and cultural essential skills training program for resources inmates. But, given the high number of First Nation inmates, more First Nations#8217; involvement in the designing and the delivery of small programs is needed. The Minister of Justice l= ikes to resume resources, say that accommodating the needs of term paper questions persons with fetal alcohol spectrum disorder who are caught up in the justice system is resume resources, a priority for him. We know that corrections officers work to the best of their ability to accommodate inmate needs, but they are unable to do things differently without a legal framework that addresses the duty to accommodate people with mental health disabilities. Ministerial commitment to positive change, using legislation and petrovna essay policy directives, is required.

The Minister of resume resources Justice a= nd his federal/provincial/territorial colleagues met in Whitehorse recently. Their final communiqué spoke about the prevalence study that is being initiated at Whitehorse Correctional Centre to document the scholarships competitions, prevalence of resources F= ASD and other neurocognitive disorders in the adult correctional population. Wh= at the minister has said is that the study will identify mental health and substance abuse problems, test adult screening tools and ensure the work ca= n be adapted in other jurisdictions. As the for a small, minister knows, t= he Canadian Bar Association, Yukon branch and nationally, have been playing a leadership role on this issue. The CBA, at their 2013 annual general meetin= g, passed a resolution on FASD, urging the resources, federal government to amend the Criminal Code and sociology questions other legislation based on principles in resume resources line with what we know about FASD. Nouveau. Beaton and Chief James Allen.= As they said, historically, management of an acutely intoxicated person at risk has been singularly the responsibility of law enforcement. Instead, these amendments continue to treat intoxicated persons through the criminal justi= ce system. The Beaton and Allen repo= rt recommended that, in order to deal with the acutely intoxicated street population, who are often homeless, incarcerated and end up in the Whitehor= se General Hospital emergency wards, the Yukon government needs to provide a sobering centre that can be #8220;a refuge of resume resources safety and msc thesis security during a time of personal vulnerability#8221;.

They pointed out that people who are intoxicated need to achieve some degree of stability, and they recommended = the government create a new sobering centre in downtown Whitehorse to be used as the resume, facility where acutely intoxicated persons at risk are accommodated when they are detained under the Yukon L= iquor Act , or its replacement. The sobering centre shoul= d have immediate, on-site access to quality health care delivery from either a registered nurse or a paramedic training level. Essay. The Beaton and Allen repo= rt urged the use of medically managed withdrawal with culture-based programs, langua= ge and heritage. If a person who was in the arrest processing unit experiences withdrawal from drug or alcohol addictio= n, will they be provided with the necessary care and medications to deal with = this experience, or will they be transported to Whitehorse General Hospital or another facility? The amendments address li= miting the application of the act to the arrest processing unit. Currently, the Corrections Act, 2009 stipulates t= he need to msc thesis, develop an inmate case plan, but these are considered impractical f= or short-term permits held in the unit. The amendments set aside the requireme= nts under section 16 for developing an resources, inmate plan, because it#8217;s considered impractical to develop treatment plans for short-term prisoners.

I do have some questions.= If the amendments limit the applicability of the act with respect to the arrest processing unit, what statutes and regulations will govern the arrest processing unit#8217;s operations and the treatment of people who are held there? Will the arrest processing unit be strictly a sobering centre? The arrest processing unit is designed to hold short term #8212; less than 24-= hour #8212; police prisoners until release or until first appearance in a Yukon court. What processes will be in place to essayez nouveau dictionnaire, ensure that RCMP prisoners are not held for longer than 24 hours at the arrest processing unit? At the briefing, there wa= s a discussion about the use of cameras at resume resources, the arrest processing unit. RCMP data retention schedules are covered under federal freedom of information laws and term paper questions will be kept for two years. Whitehorse Correctional Centre camera footage is only k= ept for 30 days, unless it has been requested for resume resources an incident record.

Currently, the act only describes urinalysis testing. Resources. The amendments expand the type of samples that can be taken from inmates or people on probation. Many probation clients are court-ordered to abstain from drugs and alcohol.

Under what circumstances = will persons on probation be subject to urinalysis and other forms of drug tests? Will they be tested if they are randomly picked up by the RCMP? Will people= be tested when they arrive at the arrest processing unit? Inquests have recommended that testing be done to determine the financial business, levels of intoxication wh= en someone is resources, detained. The act sets up the Corre= ctional Centre revolving fund and the inmate trust fund. In order to comply with th= e Financial Administration Act , moni= es that inmates have in their possession when they are taken into scholarships essay custody must= be held in trust. The amendments provide for that. There is resources, also a new Corre= ctional Centre revolving fund set up to hold revenues generated by services inmates must pay for, including telephone service. The Correctional Centre revolving fund establishes a fund for the revenues generated by the canteen, the phone system and on cryptography other sources. The fund would be used for inmates and for victims#8217; emergency needs or medical costs.

Some of the resources, revenue gener= ated from the inmates #8212; the minister has said 50 percent #8212; will be u= sed to fund the victims of crime emergency fund that assists victims of crimes = in the Yukon. The revenues that go toward inmates#8217; expenses could be used for business such costs as educational and vocational materials, newspaper and magaz= ine subscriptions, materials needed for resources work programs and the maintenance of equipment used to provide services. The director of sociology term paper Victim Se= rvices must establish the criteria for the purpose of determining an eligible vict= im expense. I would like to hear from the resume resources, minister what will guide the determination of the criteria that will be used for determining eligible vi= ctim expenses. When they use the phone system, a recorded voice announces that the call is from the Correctional Centre, and it will= be recorded. In addition, when an inmate is trying to get a place to rent, a landlord may react negatively to a call fr= om the Correctional Centre even though the law does prohibit landlords from discriminating against people based on resume having a criminal record. Silver: I#8217;ll be very brief here today. I#8217;d like to thank the department officials for all of their time and effort that went into drafting of this bill. The bill largely deals with administrative changes, but to a very important act. There are several administrative changes related to the new arrest processing unit that should be implemented. The bill also contains necessary amendments to adhere to applicable financial legislation and essayez notre guidelines.

However, given the signif= icant impact of resources any Corrections Act, 2009= changes to First Nation citizens, I would have hoped for wider consultation with First Nation governments. In my opinion, responses from CYFN and one F= irst Nation do not necessarily constitute proper consultation and we#8217;ll be asking questions based upon that in Committee of the Whole. Notre Nouveau. Sending out a p= ress release and an e-mail with a deadline of resume a few weeks is, in my opinion, not sufficient. More time and government effort need to be given to seeking Fir= st Nation input on such amendments. I would like to wrap up my comments by saying that I do look forward to sofia petrovna, addressing some of these committees and inquiring about the consultation process more in Committee of the Whole.

Ms. Hanson: Mr. Speaker= , I am pleased to be able to have the opportunity to rise to resume, speak to the proposed amendments to the Corrections Act, = 2009 . I think that my colleague from sociology questions Copperbelt South has addressed in some detail and with great competence the key issues arising from a review of these proposed amendments. I would like to spend a f= ew minutes reviewing them in resources the context of the findings of the Beaton and All= en report. One of the things that I = think is really compelling and that we found compelling when we read the report #82= 12; the final report to the Minister of Health and Social Services, December 31, 2010, of the Task Force on Acutely Intoxicated Persons at Risk #8212; spok= e to the whole issue of attitude. I would like to quote a p= aragraph with respect to attitude. Dr.

Beaton and Chief Allen said at the time that, #8220;Many, if not most, members of society generally seem to have a bipol= ar attitude towards intoxicant use. It is generally condoned and frequently ev= en encouraged. It, especially alcohol, is an almost necessary component of scholarships essay competitions all social interaction. Resume. It can be a marker of financial plan social position, as exemplified by the presentation of expensive single malt Scotch whiskies and boutique wine= s. In some circles sharing of cocaine and other drugs is a sign of financial achievement and success. Mr. Speaker, what we#8217;re doing here today is exactly that. We#8217;re maintaining it within the dom= ain of law enforcement. They said this model has = changed little #8212; if at all #8212; since the resources, first days of western societal incursion into financial for a business the Yukon wilderness near the time of the Klondike Gold Rush= . It is no longer acceptable simply to detain the intoxicated person.

Today, we expect that any and all agencies, once they accept responsibility for a per= son, will provide appropriate care, including a modicum of medical care in resume resources an environment of respect and compassion. One of their transformati= ve discoveries, I would suggest as individuals, was that these parameters refl= ect neither the social norms nor the human rights standards of today. Creating a new class of prisoner #8212; what does that do?

How does that change and how does = that accommodate or respond to resources, the social norms and human rights standards of to= day? I thought it would be use= ful because #8212; and I say this with respect #8212; based on the evidence before me as I see the notion of sofia petrovna essay creating a new class of prisoners, perhaps= the minister didn#8217;t review the resume resources, evidence of an alternative approach that t= he Beaton and Allen report provided to this government on December 31, 2010. They said, and I#8217;ll= quote: #8220;#8230;we do feel that it is important to describe the functional actions under legal authority in two urban center we visited, Vancouver and Winnipeg. Both jurisdictions function consistent with the philosophy that an intoxicated person would be detained only if the detaining authority judged that person to be either a danger to himself or others. We heard that phrase used repeatedly. Furthermore it was apparent, both in conversation and acti= on, that the phrase #8216;danger to oneself#8217; was generally interpreted as being a passive danger in the sense to mean that the intoxicated person was= not able to protect himself either socially or against the elements. In both jurisdictions the thesis amplificatore hv venti, endpoint of detention was when the resume, intoxicated person had achieved a level of capacity such that he was then able to provide for hims= elf. In neither jurisdiction was the notre, endpoint sobriety.#8221; I had a subsequent opportunity to speak to both Chief Allen and Dr. Beaton about this and this is a really important piece. That#8217;s not the endpoint in terms of assisting that individual. #8220;Additionally both jurisdictions intentionally attempted to release the person from detention prior to entering the medical state of resume resources withdrawal.#8221; This is really important. There are huge issues associat= ed with this. = #8220;Both jurisdictions retained full capacity to apply the crimin= al code to an intoxicated person, should his actions require it.#8221; Mr.

Speaker, we#8217;re creating criminals without them having done anything criminal. It#8217;s socially acceptable for people to sofia, be drunk, j= ust so long as you#8217;re not in a certain social class. The Beaton and Allen report goes on to talk about the functional mod= el in both Vancouver and Winnipeg. I will point out that previous Ministers of Health and resume resources Social Services did in fact visit these various sites in Winnipe= g, Vancouver and Ottawa at the invitation of the then president of the Canadian Medical Association. The functional model #8220;was for risk reduction within a framework of respect for human rights.#8221; Somehow we seem to sociology term paper questions, be losing sight of resume that.

Anybody who ever told me that I had a problem, I told them where to go, most definitely, because you don#8217;t tell someone who has a problem that they have a pro= blem #8212; it#8217;s that kind of a thing. I have to say that love and care a= nd understanding #8212; not enabling, not allowing myself or anyone who is in= the throes of their addictions to abuse anyone else. There is no excuse for abu= se. I#8217;m not coming from a place of resources where there are not consequences. Far = too often, though, the consequences of a functioning person who is addicted oft= en get cheered on by those who we have come to understand as enablers these da= ys. Believe you me, I surroun= ded myself with those when I was a functioning person, because we all got to sofia, sa= y to each other that it#8217;s everybody else#8217;s problem, not yours #8212; and you would do this too, if you had to deal with what I have to deal with= . I think these comments are far too often part of the enabling parts in resources our society.

That afternoon, where I w= as just Joe Blow among all these folks, it came my turn to speak a little bit. These people who are locked = up #8212; it#8217;s amazing. Resume. You won#8217;t meet anybody in there who hasn#8217;t gotten into trouble #8212; that it#8217;s not alcohol relate= d. You just won#8217;t. I spent lots of time volunteering. Petrovna. I also talked with= so many individuals incarcerated, male and female, where there is resume, some kind of term paper traumatic abuse that happened to them. That didn#8217;t happen with Raymond Silverfox. That didn#8217;t happen with the others who have died in our cells in Yukon and throughout Canada over sociology paper questions the years. RCMP officers, and our officers, use observations and symptomology to decide whether someone can be released and if medical attention should be sought. There were 120 young offender fema= les and 109 young offender males, so I hope the member opposite financial plan for a small, now has the cor= rect information. With respect to resume, the number of individuals held at the APU with issues of intoxication, the number generally sits around 50 percent. Ms. Moorcroft: I did mishear the number for adult males and the numbers do make more sense w= ith that number being confirmed by the minister.

Mr. Nixon: n= bsp; When we#8217;re looking at two sets of #8220;prisoners#8221;, for lack of a better term, at WCC, we have individuals who are on remand or sentenced wit= hin the regular confines of that facility, and then we#8217;ve got the arrest processing unit, which is for people being held on a very short-term basis = in RCMP and Whitehorse Correctional Centre custody before being released. We h= ad to establish two sets of different criteria within the facility so that the= APU inmates weren#8217;t being held to the same account as the remand or the sentenced inmates, and we#8217;re looking at things like inmate programmin= g, for example. If somebody is in business there for a short period of time and resume they#8= 217;re in for, let#8217;s say, intoxication, we wouldn#8217;t expect them to be = on an inmate work program or participating in any sort of programing as well a= s an inmate release program. Those things just wouldn#8217;t be appropriate, and it#8217;s more appropriate to have two separate lines of individuals going through there so there are clear expectations, not only from the audison thesis amplificatore, inmate#82= 17;s perspective but also from the staff#8217;s perspective. The member opposite also = asked about youth at the APU and the numbers are the numbers. I can look into see= ing what#8217;s available as far as statistics from the RCMP prior to the existence of the APU, but I can assure the members opposite and all members= of this House that youth are held separately at the arrest processing unit. We certainly agree that definitions for testing procedures and for illicit dru= gs should be updated to take into account new technologies, but I#8217;d like= the minister to answer as to what tests will be done on a police prisoner and w= hat governs what tests will be done for young offenders who are taken into cust= ody as a police prisoner. Hon. Mr. Nixon: n= bsp; I believe I have already answered that question. There is no testing done oth= er than assessing them for sobriety, Madam Chair. Ms. Moorcroft: What process is in place to ensure prisoners are not held for more than 24 hours? When the minister responds to that, perhaps he could also respond to= the question related to camera footage at the arrest processing unit. Will the camera footage at the arrest processing unit be kept in accordance with the RCMP data retention schedules, which is for two years #8212; if he could c= onfirm that?

Hon. Mr. Nixon: n= bsp; The members may not be aware, but an individual being held at the arrest proces= sing unit in RCMP or WCC custody #8212; it#8217;s the law that they can#8217;= t be held for more than 24 hours, so the staff at the centre #8212; the RCMP #8212; will not hold them for sociology paper questions longer than 24 hours. Ms. Moorcroft: The minister has confirmed that, if the nurses are available, they could ca= ll in the emergency medical services. He also stated, as he ope= ned debate here in committee, that a corrections officer may release someone wh= o is small business, being held under the Liquor Act = if it#8217;s deemed safe to do so and if they have a safe and sober ride. I#8217;d like to follow up and ask= the minister whether there is a right of a family member or an advocate to sofia petrovna essay, visi= t a police prisoner who is being held because they are intoxicated at the arrest processing unit and if will this be affected by the amendments. It indicates that half of the revenues generated from the inmates wil= l be used to fund the victims of crime emergency fund. What we continue to see f= rom the Leader of the Official Opposition is confusion surrounding recommendations = from the Sharing Common Ground repor= t and recommendations coming from the Beaton and Allen report, which asked the paper, Minister of resume Health and sociology term Social Services, not the resources, Department of sociology paper questions Justice, to s= et up a sobering centre downtown. What = it says is: #8220;A street, highway or place, public or private, along or acr= oss which an inmate or police prisoner may pass in going to or returning from resume w= ork, duty or other absence authorized under section 29, and term paper every place where an resume, inmate or police prisoner may be under those sections, must, while so used = by an inmate or police prisoner, be considered a portion of a correctional cen= tre for the purposes of this act.#8221; Can the minister explain = why there is a need to amend section 13 of the act providing that, if a police prisoner is passing or going to on cryptography, or returning from work, duty or other absen= ce along a street, highway or place #8212; public or private #8212; they wou= ld fall under the Corrections Act, 200= 9 ? I thought the minister had said that police prisoners would be only resources, applyin= g to people temporarily held in custody and, when they were released, they were released. If someone is going to be charged and held in remand or sentenced, then they would become an inmate, but why would being a police prisoner restrict your ability to walk on a public street or highway going to and fr= om work? Hon. Mr. Nixon: n= bsp; This section really supports the aspect of the msc thesis on cryptography, individual still being held in po= lice custody. If an inmate from the APU= , as per an inmate in the Whitehorse Correctional Centre #8212; if either/or is transported to, let#8217;s say, a hospital, we need the resume, ability for each of those different prisoners to actually hold them. Nixon: n= bsp; I can#8217;t begin to imagine what it might be like to resume, work at the arrest processing unit myself, but I do know the individuals working there are very professional in their approach. Ms.

Hanson: There#8217= ;s no question about the sociology, professionalism of the staff at the Correctional Centre.= The question is, why a strip search and what are the triggers for a strip search for somebody who is not being charged, who is simply there because they#82= 17;ve been picked up because they#8217;re drunk. Hon. Mr. Resume. Nixon: n= bsp; The staff up there do need to have reasonable grounds in for a order to conduct such a search and, as I stated earlier, I have the confidence in the staff and the management at WCC and, more specifically, the arrest processing unit, to ma= ke those determinations. Graham: I am pleased to rise today to speak t= o Bill No. Resume. 65, entitled Insured Health Ser= vices Statutes Amendment Act . My address will be separated into three separate areas. First of all, I#8217;d like to identify what we see as the essayez nouveau, problem.= The second part will deal with how we propose to address the resume resources, difficulty, and th= en a few legislative details, so members are aware of financial plan business exactly where we hope to go with the resources, regulations. For example, if just one = percent #8212; which would be 350 people #8212; currently registered for Yukon he= alth care inappropriately access insured health benefits, the cost to the Yukon taxpayer would be approximately $2 million per sociology year. That#8217;s funding that= we could be using to sociology, redirect to resources, enhance other areas of essay competitions our Health and Social Services system or into other government programs and services that benefit= all Yukoners. Given our government#821= 7;s promise to be open, accountable and fiscally responsible, legislative amendments are essential to resume, provide more clarity about who is and who is not entitled to access and benefit from Yukon#8217;s publicly funded health ca= re services.

I#8217;ll now get into term questions how we hope to address the problem. The federal government#8= 217;s Canada Health Act , which sets out = key principles, the underpins, of the health care system in Canada. In that act= it states that #8220;resident#8221; means a person lawfully entitled to resume resources, be o= r to remain in Canada who makes their home and is ordinarily present in the prov= ince or territory but does not include a tourist, a transient or a visitor to the province or territory. Using and audison building on that foundation, each province and each territory has expanded the resources, definition in their respective legislation and regulations to reflect their interpretation and scholarships application of the Canada Healt= h Act definition. Resume Resources. However, the current Yukon legislation adopted the essayez notre nouveau, Canada Health Act wording without providing additional guidance as to how it should apply in the Yukon. Key to this, as experienc= ed in the other provinces and territories, is resources, how to further define and apply concepts such as #8220;makes their home in Yukon#8221; and #8220;is ordinarily present in Yukon#8221;. Correcting this situation we see as a two-step process. First we must amend the legislation to create the appropr= iate legal framework and the authorities needed to address the details that will bring clarity to the rules.

The second step is to be = clear about what the rules are. The first step is achieve= d by amending the bill #8212; that is, Bill No. 65 #8212; that is notre, being brought forward to resume resources, this Legislature. These amendments will allow us the ability and authority to implement the sofia essay, second step, which will further define clear and concise regulations with the details that will describe who is resume resources, entitled to Yukon#8217;s publicly funded health care services. Today in the Legislature,= we are charged with the responsibility of the first step #8212; amending the legislation. Th= is included conducting a public consultation that asked Yukoners for their inp= ut on what the basic rules should be, what should be considered as an exceptio= n, and then special circumstances and at petrovna, what point someone is no longer entit= led to have their health care coverage paid by the Yukon government. These are fundamental que= stions that we required public input on, as these issues impact each Yukoner #821= 2; and for that matter anyone else accessing our health care system and having= us pay for it.

Yukoners were asked: do you agree that a person should normally= be physically present in resume resources Yukon for six months, or 183 days, in any 12-month pe= riod to maintain Yukon health care? Out of almost 1,600 respondents, the majority #8212; 79 percent #8212; agreed with that statement. This direction supported = the general trend across other provinces and territories. Essayez Nouveau. Although we recognize that one or two provinces may be changing to seven months, we decided to resources, st= ick to six months to sofia, require a person to be normally, physically present in that province or territory over a 12-month period in order to maintain their hea= lth care coverage. Taking the essay competitions, views of Yukon= ers and national practices into consideration, we are proposing to establish in regulation a requirement for resources Yukon residents who register for health care a= nd become an essayez notre, insured person to be physically present in Yukon for 183 days in = any 12-month period. We are also proposing for the regulations to allow some temporary absences that are longer than 183 days in a 12-month period simil= ar to what#8217;s in place in many other provinces and essay competitions territories. These exceptions to the p= roposed general rule will afford our entitled residents #8212; or, for better clar= ity, our insured persons #8212; the resume resources, ability to: further their education; contri= bute to humanitarian aid, both nationally and msc thesis internationally; enjoy a longer holiday from time to time; enhance their skills and training; support their families in time of need, such as a sick parent; and to attend to matters a= fter a family death. Specifically, we plan for= the regulations to allow a temporary absence of longer than six months, or 183 days, for the following kinds of situations #8212; and this one will come = as no surprise to anyone knowing my background #8212; indefinite leave for st= udents attending full-time studies, both during and resume between school terms.

The reas= on for this was quite simple. When I was a young student attending university,= we found that we would come back to the Yukon because there was always a plent= iful number of jobs available in the territory, usually in audison thesis amplificatore our area of study. Resume Resources. We= are finding that, as more and more of our students diversify into different ski= ll sets, we are unable to provide the job opportunities that we once did. Furthermore, many of our = students now, we#8217;re happy to say, are in medical school and we don#8217;t exp= ect those students to come back between terms to work in the territory because = of the requirements, many times, for their degree programs, so that is one of = the situations. Another is hv venti, indefinite lea= ve, again under special conditions, for apprentices, co-op students and resume mobile workers. We will also provide temporary absence for audison a 12-month leave for employment or business-related activities with the potential for extension, again, under specific circumstances. We also will put in regulation the resume, abi= lity for people to have a two-year leave for term missionary or charity or volunteer = work outside of the resume, territory. Business. While we will hold vacations to the 183-day rule,= we are planning to allow for one longer vacation for a period of up to two yea= rs once every five years.

This would start after an insured person has been in Yukon for at resources, least 183 days in the two years immediately preceding their lo= nger holiday. Malaria and mosquito net utilisation among schoolchildren in villages with or without healthcare facilities at different altitudes in Iringa District, Tanzania. To what extent environmental, socio-economic and resume other factors indeed contribute to an increased risk of malaria remains unclear in nouveau dictionnaire, most parts of Tanzania and are subject for further research. Each child screened for malaria parasite was asked whether he/she slept under a mosquito net during the previous night. Previous studies around Iringa Municipality (1600m) showed a lower prevalence of 13% among children aged up to 10 years old 2 . In the lowland villages of Iringa district, malaria parasite rates of resources, between 59.3% and 80.6% among children have been reported by other investigators 13 , 14 . The inverse relationship between malaria prevalence and altitude has been reported elsewhere in Tanzania. In a study in Usambara Mountains in north-east Tanzania, a prevalence of malaria in children was observed to decrease by 5% for every 100 m increase in on cryptography, altitude from 82% in the lowlands (300m) to 12% in resources, the highlands (1700m) 16 . Similar to our findings, the pattern of malaria transmission elsewhere in Tanzania varies markedly from area to area, depending on climate and biogeography 17 , 21 . Similar findings have been reported in a recent study in central Tanzania 19 . This is likely to be a result of continuous health education provided at health facilities, creating awareness of the importance of self-protection against malaria. In a recent study 27 in a nearby district of Dodoma, it was observed that most of the information, education and communication materials such as posters are found at health care facilities than elsewhere in the district and that healthcare facilities are among the most important source of health education. This means, communities living close to such facilities have much more access to resume health information than those living far from the facilities. It has already been established that a population which is knowledgeable about the use of personal protection measures and can afford them, which understands the importance of seeking effective treatment at the first sign of illness, and can pay for health services and thesis drugs, have substantially reduced disease morbidity, despite being in an area of resume, high risks 28 . The use of mosquito nets has shown a beneficial effect in Iringa district where the majority of the children with malaria parasites were reported not using nets.
